As passenger service began to wane and the early E-units approached the end of their useful life during the early 1960s, railroads like the Seaboard Air Line looked to EMD for dual-service locomotives. EMD responded with their line of SDP models, and SAL stepped up to the plate and ordered 20 SDP35 units.
